Can a non-swimmer join after signing the waiver?

A signature does not establish eligibility. Apply the operator's participation requirements and assessment process, and explain passenger-only options if offered. Do not use consent as a substitute for swimming capability.

Should snorkelers use the scuba waiver?

Describe the activity actually offered. Surface snorkeling has different equipment, training expectations, and supervision from scuba. A dedicated version helps guests understand the relevant water and boat-travel responsibilities.

Does this include freediving below the surface?

This structure is for surface snorkeling. If you offer freediving or breath-hold instruction, define that separate program, its risks, and its professional procedures rather than treating it as an incidental extension.
